[Bug 18678] Broken "Help" link

In my description of this bug (Bug 25844) is also a solution. Maybe the
administrator of Bugzilla want to use this files which are originated from the
Bugzilla-project.

If this is not the right way to do it I can send also a mighty and large patch.
Please tell me...!
