[Bug 19122] MCI mciSendString with repeat as a play flag does not work

The code repeats the exact same values that were first played so I think there
is no problem, at least manual hearing testing didn't reveal anything until
now.

Differently from mciavi32 we don't have to calculate video and audio positions
to replay.
