[Bug 41154] Psiphon3 does not run (show UI) - Unusable

Ok, had to set up a new win32 only prefix with the environment variable. 
Reinstall ie8, and it now runs the UI properly.

However, it won't connect. Connects fine with WinXP on Virtualbox.
