No, dotnet30 doesn't need dotnet20sp2, but dotnet35sp1 does.
It's like this:

dotnet30    <- dotnet20
dotnet35    <- dotnet20sp1, dotnet30sp1
dotnet35sp1 <- dotnet20sp2, dotnet30sp2
