[Bug 16137] If a Linux window is set to On Top, it will not be able to be on top of a Wine window set on top

I'm using Gnome, but the windows weren't behaving relative to each other. The
Gnome window would not go over the Wine window even if the Gnome window was set
to Always On Top. Maybe it was just the program install?
