Also, swapping the dvoa.dll from the RMS Express folder into the github folder
and running the same DVoaDllTestCmd.exe on it, I find the same minumum input
frequency accepted is still `"Freqs": [0.062000001]`, so yeah not exactly
matching behavior, but I still think that the SEH exception implementation (or
fixing RMS Express) could be the best solutions.
