Adds IgnoreHidraw registry string

Adds a multi-line string registry entry under the winbus service named
'IgnoreHidraw', add VID:PID values to this list to prevent them from being
exposed as hidraw devices.

I would like to make this an env var, but I'm testing the waters with this.
