Using:
austin(a)aw25 ~ $ wine --version
wine-1.7.11
austin(a)aw25 ~ $ sha1sum SetupV.exe

austin(a)aw25 ~ $ du -h SetupV.exe 
71M    SetupV.exe

I get:
Run-time error '7':
Out of memory

terminal only shows:
fixme:olepicture:OleLoadPictureEx
(0xf7cd64,774,0,{7bf80980-bf32-101a-8bbb-00aa00300cab},x=0,y=0,f=0,0x33f90c),
partially implemented.

native riched20 makes no difference.
