No, I don't believe it is. Disabling GameOverlayRenderer.dll has no effect.
Although, perhaps this -is- a graphics drivers issue... I tried enabling LIBGL_ALWAYS_SOFTWARE to use gallium's softpipe driver and CSS would load and and start a game, however fps was awful, as expected @ ~0.05.
Try disabling gameoverlaydll and disabling steam community in-game support from the settings menu.
