Isn't this a dupe of bug 42716?
It looks like it`s surely related, except the +relay log is slightly different. That`s probably because the programme got updated: sha1sum mt5setup.exe cf7e03b3e5f931db54c4f7438e82992f506e4382 mt5setup.exe (Thats different/new version from the programme that Focht analyzed) So i`d suggest to leave this bug open for now.
