Have you tested what happens with a URL that has an explicit port on Windows?
Yes. With my patch wine behaves identically (to Windows XP SP2). In other words, Windows behaviour appears to be to 'promote' a protocol to HTTPS when no port is specified and INTERNET_FLAG_SECURE is set. Without the patch wine behaves differently to Windows. I wrote a program that tests 12 permutations and logs the results.
