Even older CPUs (e.g a 9-year-old Core 2 Duo E6420) have enough power to resample 64 audio streams on one core with the current high-quality resampler, if allowed to use 100% of this core (proof: darwinia). The real problem is that some unknown problem (locking?) prevents the audio resampler from using more than 3% of the core in some games. We need to diagnose that problem.
