Problem solved only when I use wine64 instead wine in creating wineprefix

$ WINEPREFIX="/home/m/.wine" WINEARCH=win64 wine wineboot => $
WINEPREFIX="/home/m/.wine" WINEARCH=win64 wine64 wineboot
