In any case, no such patch exists, and this problem will largely solve itself as users get better CPUs, so it isn't terribly high priority.
Still I don't quite get what better CPUs you mean. I have Core i7 4765T, and GTASA is still almost as unplayable as it was with i7 930, while on Windows it works perfectly even on Pentium 4. I'd suppose a somewhat good heuristic might be to detect buffer underruns and switch to lower level in the case of more than 4 buffers.
