[Bug 54129] Disable Internet time synchronization in all Windows configurations

I have updated the w10pro64* snapshots to disable Internet time
synchronization.
For an unknown reason w10pro64v2004 still has:

w10pro64v2004 -> Service start = 0x2 Automatic (Delayed) + Type = NoSync

The NoSync should ensure that there will be no synchronization. But why is the
service not disabled???
