[Bug 14943] CoDeSys 3.2 (Patch2) development environment does not work

Just FYI Anastasius Focht reported the issue as fixed, but tested the problem
on different version of CODESYS (2.3.9.3) than original reporter. 

2.x is completely different from 3.x. 3.x is written from scratch using .NET.
I'm afraid the problem is not fixed.
