[Bug 17496] windres file not found

I don't see a problem here either, I downloaded your bug-wine-rc.rar and ran
wine windres.exe

It produces an error because it cannot find gcc, obviously because there is no
gcc provided in your bug-wine-rc.rar.
> trace:msvcrt:MSVCRT__popen (command="gcc -E -xc -DRC_INVOKED  -", mode="r")

Please provide full steps to reproduce the problem if you still think one
exists.
