[Bug 19011] Timezone problem affects simple .net apps (using mono on wine)

The dates above seem to be wrong. Both XP SP3 and Ubuntu 7.04 report
std 3 Feb and dst 2 Oct for America/Sao_Paulo. Are you sure that Ubuntu 9.04
has the correct dates?
