Confirming. 

I change the title to reflect the 1st problem/bug that needs to be resolved
(System.DllNotFoundException: Dll was not found)

As said by reporter of bug: putting native comctl32 in syswow64 strangely works
around this issue; I couldn't find a hint debug logs, mysterious bug to me...
