The wineprefix where the issue occured happened to be set to win7.
I set it to Win7 because it is the recommended version for the game (APB
Reloaded), but it is not a requirement. That game supports Windows XP.

GTA5 which suffers from the bug 38493, requires Windows Vista or above.
