[Bug 32201] Unclosed quotes in .inf files are tolerated by windows, not by wine

Ahh wait, this problem has now been fixed in our product. So I still get the
same error, but for the [Add.Code] section. Not the CHICAGO thing.

I can't tell if wine has fixed this issue using our product any more.
