[Bug 57819] Wine unable to start when built with binutils 2.44

I upgraded to Binutils-2.44 but kept MinGW-w64-Binutils at 2.43 and rebuilt
Wine-10.1. Wine still worked, so I believe it is an issue with the
MinGW-w64-Binutils side of things.
