Sample Installer file.

Install files using the attached msi.

Then runn
msiexec /x TestConditions.msi

The following file is left behind.
C:/Program Files (x86)/TestConditions/any-64.txt

This would appear that Conditions aren't being evaluated when an uninstall is
being preformed.
