I observe the reported problem with the original game version (Gamersgate version, Driver:SF Deluxe). I can't retrieve the version number of the unpatched game, but the original Driver.exe has the last modification date 08-30-2011. After running the autopatcher application (gu.exe) both the game and the Ubisoft Launcher were updated to the latest version, and the game now starts.
