Additional info.
Because the first regression cause a file not found this commit
5704b4bec94688fac291bee1c75ccd76039107ed

cmd.exe: Attempt to launch pgm even if fails to locate it

Causes the process to keep trying to launch the program and requires a ^C to
exit.
