[Bug 26031] µTorrent loses the ability of listening to incoming connections

Enabling SO_REUSEADDR by default may break other applications. I'm still
working on this. The problem is in how kernel handles killed apps with opened
socket handles. I'm trying to determine if the listen error in errno can be
used to trigger a special handling.
