Adding BINDF_NOWRITECACHE to the bind flags in the urlmon https tests gets rid
of the wininet test failures. At the same time it introduces an unexpected
OnProgress_FINDINGRESOURCE call, though only on 64-bit Windows 10 1507. I think
we can address that by passing BINDTEST_ALLOW_FINDINGRESOURCE as it's done
elsewhere in this file.
