[Bug 35769] Target attributes is ignored when submitting form

Submit too fast, sorry.

I've tested the patch manually and it works, any further testing is welcome.
I don't know how to write a non-interactive test for it, other wise I'm willing
to improve and submit the patch. So I'm leaving it to Jacek :)
