This same problem tripped me up recently;  I had deleted most fonts from
~/.wine/drive_c/windows/fonts,	and one of the ones still there was full of
Arabic characters at the ASCII codepoints.  All installers and programs were
unusual because this particular font got picked for practically everything,  as
seen in the attached screenshot, even though the X window system on this box
has thousands of fonts available.
