winNT looks like have "ALLUSERSPROFILE" env varialbe that points to "All Users"
profile path ex: "c:\winnt\profiles\All Users"

Could you add HKLM\System\CurrentControlSet\Session
Manger\Environment\ALLUSERSPROFILE string value and set it to
"c:\windows\profiles\All Users"?
