I am have network printer LJ2300. That's your problem. Make sure it's powered on and working when you start Wine. Or remove it from CUPS.

CUPS got loaded, but did not find a printer. In that case, Wine parse "/etc/printcap", but your System has no Printer configured there. (In reply to comment #14)

Wine with CUPS can produce a long delay, when a network printer is configured, but not available. I expected to see a remote CUPS server selected with the environment variable CUPS_SERVER (In reply to comment #15)

When I stopped the logs, GetPixel and SetpixelV where called over 1.2 millon times. Without relay, but with +dc, counting from the start until the UI was up, DeleteDC was called 3221 times.
