Sound likes a duplicate of https://bugs.winehq.org/show_bug.cgi?id=48420
The patch mentioned in that bug did not fix the issue for me. The mouse pointer doesn't move at all in this case. I believe this should fix the problem. It could be added at the end of the user32-rawinput-nolegacy staging patch series.
It should be done differently to avoid the regression in the middle of the series, but that would require updating the other patches.
