The workaround from bug 7954 applies here as well:

 $ rm -rf .wine
 $ sh winetricks mdac28 jet40 art2kmin
 $ cd .wine/drive_c/Program\ Files/KOBOLD/shoai.80/
 $ wine S-HOAI.exe

The office runtime is probably key here, since the app wants to
open an MS Access file called KLM.mdb (Kobold License Manager?)
on startup.
