I also use a UK keyboard layout with dead keys, this part does work under Wine. Sorry, that wasn't very clear - I'm running wine-1.1.10 on a Gentoo box. I'm running with the desktop emulation off (though it doesn't seem to matter). Usability is obviously not important to the wine developers because this one has never been allocated to anybody.
You shouldn't make assumptions based on things like that. For what it's worth, I rarely even see any bug being assigned to somebody -- and even if they are, they usually get fixed by someone else. In my opinion this bug should have been fixed for 1.0. It took nearly 3 years just to get it confirmed, and that was over a year ago. It has been relegated as a minor bug which is quite frustrating as anyone who needs this feature will tell you it is decidedly not minor, it literally blocks certain users from using virtually any app within wine. It has not been slated for 1.2, nor assigned to anyone. I am a writer, I need WINE for some programs that don't work with Linux and being handicapped I need sticky keys.
