[Bug 6045] The 16 bit file open and save dialog use the filter data for the filename data

That patch fixes the initial problem but if you change the filter index using
the dropdown list it still overwrites the file name with the filter. On win95
it only refreshes the file list leaving what is in the filename edit unchanged.
