When the d3d9 device is created, the window handle created by main UI thread is passed. The pixel format is propagated synchronously to target window. Because the target thread waits for event without pumping messages (by design) it deadlocks. Bug 26924 will be encountered after this one in case of .NET 3.x/4.x WPF-based apps.
