When logged in, you can set your timezone by going to 'Preferences' under the 'General Preferences' tab and looking for the 'Timezone used to display dates and times' setting.
That aside, I do think it's a good idea to set the default timezone for users that aren't logged in to UTC.

Let's keep this open to maybe change the default timezone to UTC instead of CDT.
It was previously set to 'Same as Server' (which was apparently CDT). It's now set to UTC. Checking a bug when logged out shows it is now set to UTC, so marking fixed.
