wine 5.0-rc2 +seh,+timestamps

Sometimes copied text in SharpDevelop 5.1 can't be pasted again.
Always happens on the second try regardless whether using the GUI or Ctrl+C or
Ctrl+X.

Steps to reproduce:
- Install SharpDevelop 5.1 (requires dotnet45 and vcrun2008)
- open/create a file
- Copy and try to paste text multiple times

Tested wine: 4.21-staging and higher
OS: Ubuntu 18.04.3

On Wine 5.0-rc2 and SharpDevelop 5.1, I tried cutting, copying and pasting many
times, both from outside Wine and within SharpDevelop. It always worked.

Please retest with plain Wine, not wine-staging, and describe exact steps to
reproduce.

Tried with plain wine 5.0-rc2 and it's the same.
Attached a small video showing the steps and result.
Happens in every file, the project in the video is from #48290
