[Bug 18656] New: Scrolling Map In Civilization:Call To Power crashes game

The map starts scrolling when the mouse nears the edge of the game window. The problem is that once the game starts scrolling it immediately locks up and just continues to scroll around the map until you close the game. It does not respond to any more input past the time it goes into a scrolling freeze. As for wine settings, I have tried every combination of Window settings: (un)emulated windows, (dis)allowing directx to stop the mouse from leaving the window, and so on.
