Because winhttp cannot be native, it takes ages before the installing starts. Its initializing ages (about 5 minutes) 2. I forgot: message in the bottom of the Uplay window it says: "There is a problem connecting to the internet. Please Check your network settings. To my understanding it's not even possible to login into uplay currently without staging patches.
