This seems to match with appdb: the entry contains 'bronze' rated test reports with late Wine version. Looks like you have a broken 64-bit WINEPREFIX. Some prerequisites can't be properly installed in 64-bit prefix and bug reports resulting from that are likely dupes of existing bugs. To be safe use a 32-bit Steam prefix for installation (WINEARCH=win32).
