In the image there is RegisterJTTranslator.exe. It is small file (16 KB) and is probably designed to register JTTranslator.dll (284 KB). There are many of those RegisterXXX.exe and every one fails. Please check that this InventorRegUtils assembly is actually installed, it's better to compare dir tree with a working windows installation of Inventor.
InventorRegUtils.dll is together with RegisterJTTranslator.exe and JTTranslator.dll.I tried to do regsvr32 InventorRegUtils.dll but i get DllRegisterServer not implemented in DLL InventorRegUtils.dll In MS Windows I installed Service packs and other fixes so it's usless to compare but I remarked that after finished installation InventorRegUtils.dll isn't anymore in bin directory.
