When launching Touhou 15, the game ramps up to 150+ frames per second instead
of the 59 or 60 frames per second that is supposed to run at.

I believe that this is a duplicate, but I can't find the bug currently. There
was some commit that removed some fps limiter and some games became too fast
after that.

Touhou 14 and 16 also experience this bug, but not any games prior to Touhou
14.
