When starting Valve Steam up, I receive the following error message

err:ntdll:RtlpWaitForCriticalSection section 0x41a30020 "?" wait timed out in
thread 0013, blocked by 0000, retrying (60 sec)

which then repeats a number of times, and does not seem to be able to escape
from this
