The app from comment #4 is quite a heavyweight one, requiring .NET Framework 3.5 SP1 and additional 'tweaks'. It also uses 'ClickOnce' deployment technology for installation/run. Download: http://javad.com/downloads/javadgnss/software/NetView/install/NetView_4_5_4_... But that's probably not the one from initial bug reporter.
