Can't confirm, used a clean 32bit prefix and installed .NET with "winetricks dotnet46". I get a crash, but it does start up. Looks like you didn't install .NET properly.
It starts here fine with native .Net462. The crash from reporter is clearly with builtin mscoree. I can confirm it crashes without native .Net, but it needs PresentationFramework so going mono will not work. I think it`s best to abandon this bug for now. @Reporter of bug: Do as in comment 1: use a clean 32bit prefix and installed .NET with "winetricks dotnet46". Make sure mscoree.dll is set to native.
