Seems like it's worse now, hovering no longer makes it appear.

This is a lack of the proper fonts. Without the proper fonts installed the battle.net application does not have the required font to display the text in the pulldown box so the pulldown box is not populated. On Ubuntu 16.04 I was able to resolve the pulldown box issue by downloading the fonts and building the font cache. If you check the original bug description, you can see this is a visibility bug where the dropdown *is* actually populated but won't appear until you hover down a bit. Selecting region has always worked, otherwise none of us would be able to even log in and play any Blizzard games. It's just that the region dropdown and any other dropdowns are not visible until you click and hover down over its position. Once you hover over any part of it, the complete dropdown becomes visible. This is not a bug in Wine. This is a lack of the proper fonts. Without the proper fonts installed the battle.net application does not have the required font to display the text in the pulldown box so the pulldown box is not populated.
That makes no sense, because hovering the menu reveals it. This has also always been an issue for me, and installing MS fonts did not help. Other elements of the UI are something absent too, like the input field for the 2FA codes.
