I've attached a save game that puts you next to the sea (though you start out near water, as well, this area has a lot more water to see the issue easier). The water seems to look fine with shaders = high. There seems to be some flickering with shaders = low or medium ( see bug 10206 ), but I think this is not specific to the water.
