If steam is running when the system is put down for suspend, there will be no
sound upon resume. All devices (pulseaudio, onboard sound, GPU HDMI sound)
appear normal in alsamixer.

That's an operating system bug, not a wine bug. 
Please report it to your operating system vendor.

What distro are you using?
