err:module:import_dll Loading library userenv.dll (which is needed by L"C:\\windows\\system32\\services.exe") failed (error c000012f).

no not at all I don't touch any of wines internal settings. It works on a fresh install but after running it a few times it never starts again. Fixed this it was a problem with the config file for vbam
